Goolwa is the headquarters for the Alexandrina Council which was formed from the amalgamation of the Port Elliot and Goolwa and Strathalbyn district councils. Alexandrina Council now represents the townships of Goolwa, Port Elliot, Middleton, Hindmarsh Island, Clayton, Finniss, Currency Creek, Milang, Strathalbyn, Belvidere, Langhorne Creek, Woodchester, Mount Compass and parts of Willunga.

As well as the rivers and nearby Lake Alexandrina, Goolwa is also a popular spot for beach goers, including those hunting the Goolwa Cockle which is a prize for fishermen and also as a dining delicacy. Thousands of beachgoers can be seen doing the cockle shuffle on the beaches stretching from Goolwa through Middleton to Port Elliot between November and June each year.
